Regulations and restrictions on entry to Spain in relation to the COVID-19 pandemic

You can find the latest rules on the Health Department's website
https://www.sanidad.gob.es/profesionales/saludPublica/ccayes/alertasActual/nCov/spth.htm

Important note

These rules apply to entry into Spain, where it is the responsibility of airlines and health authorities to verify that travelers comply with them.

Please note that the rules for travel on specific airlines or into or through countries other than Spain may be different and your officials or authorities must provide this information.

ALL Passengers arriving in Spain by air (except children under 12 years of age and those in international transit), regardless of the countries of origin, including Spaniards returning home, are mandatory to have one of the following documents.

Certificate of vaccine: a certificate issued by the competent authority by the country of origin 14 days after the last dose of complete vaccination, provided that the final dose of administration does not exceed 270 days.

From now on, vaccination certificates issued by competent authorities in the home country must reflect one booster dose (for persons aged 18 years or above). This certificate shall be deemed to be valid from the date of giving the booster dose.

Any vaccine approved by the European Medicines Agency or the World Health Organization should be considered effective. Vaccines not approved by these agencies may also be certified, but the last injection must come from one of the approved vaccines.

Consequently, the difference between risk and non-risk countries disappears. As a consequence, travelers from countries that were previously not considered at risk by the Ministry of Health -namely: Saudi Arabia, China, Colombia, United Arab Emirates, Indonesia, Kuwait, Peru, Qatar and Rwanda- must imperatively present any of the aforementioned certificates to enter Spain, in addition to completing the Spain Travel Health form if you do not have a European Union Digital COVID Certificate or valid equivalent.

Obligation to complete the Spain Travel Health form.
Until April 6, 2022, it was mandatory for all travelers entering Spain to complete the Spain Travel Health form. With the entry into force of the Resolution of April 1, 2022, this procedure will no longer be mandatory for those persons with a European Union Digital COVID Certificate or valid equivalent.

- FOR VACCINATED APPLICANTS
Currently there is no type of restriction and applicants can apply normally as long as they are complied with the health regulations that can be found on the page www.spth.gob.es.
The validity of the vaccination certificates is limited to the fact that no more than 270 days have elapsed since the date of the last dose of the complete vaccine schedule. From that moment on, the vaccination certificate issued by the competent authority of the country of origin must reflect the administration of a booster dose.-

- FOR NON-VACCINATED APPLICANTS
In general, they will be subject to refusal of entry and visas will not be issued to travelers who do not belong to any of the following categories:

  • Regular residents of the European Union, Schengen Associated States, Andorra, Monaco, The Vatican (Holy See) or San Marino who go to that country, accrediting it with documents.
  • Holders of a long-stay visa issued by a Member State or Schengen Associated State who are going to that country.
  • Health professionals, including health researchers, and elderly care professionals going to or returning from work.
  • Transport personnel, seamen and aeronautical personnel necessary to carry out air transport activities.
  • Diplomatic, consular, international organization, military, civil protection personnel and members of humanitarian organizations, in the exercise of their functions.
  • Students who carry out their studies in the Member States or Schengen associated States and who have the corresponding permit or visa and medical insurance, provided that they go to the country where they are studying, and that the entry occurs during the academic year or the 15 days previous.
  • Highly qualified workers whose work is necessary and cannot be postponed or carried out remotely, including participants in high-level sports events that take place in Spain.
  • These circumstances must be documented.
  • People traveling for imperative family reasons duly accredited.
  • Persons who document reasons of force majeure or a situation of need, or whose entry is allowed for humanitarian reasons.

IMPORTANT NOTES-

All passengers originating from any airport or port located outside Spanish territory must find out about the health regulations by visiting the page: www.spth.gob.es and completing a public health form. The process of completing the form will be done electronically, in such a way that all people who are going to travel to Spain must complete it before starting their trip through the internet address: or through the free application SPAIN TRAVEL HEALTH-SpTH . COVID-19:

In an effort to limit the global extension of COVID-19, Spain has implemented two rules affecting international mobility:

  • temporary restriction of non-essential travel to the European Union, contained in Order INT/657/2020, of July 17, in force from 24:00 hours on July 22, 2020 until 24:00 hours on July 31, 2021, without prejudice to its eventual modification, available at this link: https://www.boe.es/buscar/act.php?id=BOE-A-2020-8099.
  • Sanitary controls to be carried out at the points of entry into Spain, included in the Resolution of June 4, 2021, of the General Directorate of Public Health, in force from June 7, 2021 and until the Government declares the end of the sanitary crisis situation caused by COVID-19, available at this link: https://www.boe.es/buscar/act.php?id=BOE-A-2021-9352.

In application of these regulations, citizens residing in China who intend to travel to Spain from China should be aware that:

The temporary travel restriction, Order INT/657/2020 cited above, establishes as a general principle the denial of entry into Spain to third country nationals (excluding European Union nationals and their family members who may avail themselves of the right of free movement), listing a series of exceptions that they may enter Spain.

Of these exceptions, only exceptions a) to i) apply to residents in China: See Order INT/657/2020 linked above for more details. In cases where the exceptions listed as c), g), h) and i) are invoked, you should contact the Consulate to explain your case before commencing travel, as prior authorization by the Ministry of the Interior may be required.

IMPORTANT:

*Neither exemption j) nor exemption k) are applicable to residents of China.

*Airport transits that do not involve crossing an external border are not affected by the restriction.

Persons who are authorized to travel to Spain:

A. They must fill in, before departure, the so-called "Health Control Form", through the web www.spth.gob.es , or the Spain Travel Health -SpTh- application. Once completed, they will obtain a QR code that must be presented both at the time of boarding and upon arrival in Spain. There are no exceptions to this obligation. In any case, a passenger coming from China must obtain this QR code.

B. Concerning documentary health control, since China is not a country of risk, according to the last list published in this link https://www.mscbs.gob.es/profesionales/saludPublica/ccayes/alertasActual/nCov/spth.htm , duly authorized passengers coming from China are not obliged by the above mentioned Health Resolution to provide vaccination certificate, diagnosis certificate or recovery certificate.

To know the particularities of the above procedures, their exceptions and the rest of the measures to be taken into account, you can consult the links to the above mentioned BOE. Likewise, it is advisable to be informed about the measures applied by the countries in which the interested party is going to make transit in his trip with final destination to Spain.
